Grocery licence in Dubai, shelf by shelf

A walk-in grocery is a mainland licence, and what sits on your shelves, from chillers to cigarettes, decides the permits.

A grocery, baqala or supermarket serving walk-in shoppers in Dubai is licensed on the mainland by the Department of Economy and Tourism (DET). Dubai Municipality reviews the shop layout before fit-out and issues a food permit matching the licensed activity. Tobacco, prep counters and home delivery each bring a permit or review of their own.

What a supermarket licence covers

The activity covers selling food and everyday goods to shoppers from a shop, whether it is a corner baqala, a mini market or a supermarket.

A butchery or bakery counter changes the layout review and who must be on shift, so we put it on the drawing before fit-out.

Why a shop sits on the mainland

Walk-in shops sit outside free zone scope, so a grocery the public visits in Dubai is a DET licence.

A free zone company can reach the mainland through a DET branch licence or permit (Executive Council Resolution 11 of 2025). Retail sales to individuals sit outside the QFZP 0% rate.

What opening a grocery involves

Dubai Municipality reviews the shop layout before fit-out, chillers and any prep counter included, and inspects the store before the food permit issues. Tobacco needs its own permit, and imported own-label lines are registered before they ship.

What a bank sees in a grocery

Bank viewCloser look at cash deposits against card sales and suppliers

A grocery takes many small payments, a large share of them in cash. The bank compares expected cash deposits with card terminal volumes and with what the shop pays its suppliers. Lines such as tobacco and phone cards draw their own questions in that review. We put the lease, the supplier list and a realistic split of cash and card takings into the bank file before the account is opened.

Mistakes that delay a grocery

  1. Chillers and counters fitted before review

Dubai Municipality reviews the shop layout, chillers and prep counters included, before fit-out. A butchery or bakery counter built ahead of that review may have to be moved. The inspection waits until it is.

  2. Tobacco on the shelf without the permit

Selling tobacco needs a separate Dubai Municipality permit, and cigarettes, shisha tobacco and heated tobacco must carry Federal Tax Authority (FTA) digital tax stamps. The FTA has closed a Dubai shop over unstamped stock.

  3. Stock from the wrong source

Food sold in Dubai must come from UAE-licensed sources, and imported own-label lines are registered with Dubai Municipality before they ship. Buying from a supplier with no licence leaves the shop holding stock it cannot put on sale.

Questions about a grocery licence

Ask on WhatsApp

Can I open a grocery store with a free zone licence?

No, for a shop the public walks into, because a city shop sits outside free zone scope and the DET operating permit for free zone companies began with non-regulated activities. A free zone company can still handle imports or online supply and feed a separate mainland shop, which is a common pairing.

Do I need a separate permit to sell cigarettes in a grocery?

Yes. Dubai Municipality issues a separate permit for selling tobacco and smoking supplies, with a section for shops that sell other goods too. Every cigarette, shisha tobacco or heated tobacco product on the shelf must carry an FTA digital tax stamp. Unstamped stock has already led the FTA to close a Dubai shop.

What approvals does a supermarket need from Dubai Municipality?

A layout review before fit-out, an inspection and a food permit matching the licensed activity come first. The store also needs a certified Person in Charge on site and food handlers trained before they start. A tobacco permit and annual vehicle permits follow if the shop sells tobacco or delivers with its own bikes.

Can I run an online grocery in Dubai without a shop?

Yes, though the stock still sits somewhere Dubai Municipality approves, usually a food warehouse. Imported lines are registered before they ship. Delivering with your own vehicles brings annual Dubai Municipality vehicle permits and Roads and Transport Authority (RTA) rules for your riders. Which licence fits depends on where the stock sits and who the buyers are.

How long does it take to open a grocery store in Dubai?

Months, because the shop sets the pace. The lease, the layout review, the fit-out of shelves and chillers, and the inspection all come before the food permit. A tobacco permit adds its own track if cigarettes are stocked. The DET licence is the quick part.
