Cloud kitchen licence for delivery-only food

The kitchen is licensed as food service, with no dining room, and Dubai Municipality approves it before the first order goes out.

At a glance

A cloud kitchen in Dubai is licensed as a food service activity, usually on the mainland with the Department of Economy and Tourism (DET). Dubai Municipality approves the kitchen layout, inspects the unit and expects a certified Person in Charge on every shift. Running your own riders adds vehicle permits and Roads and Transport Authority (RTA) approval.

What a delivery-only kitchen covers

The activity covers food cooked for orders that leave the building, whether they come through delivery apps or your own ordering site.

Brands on delivery apps raise trademark and trade name questions, so we check how each brand sits under your licence before it goes live.

Where a cloud kitchen is licensed

Delivery customers are spread across the city, which points the kitchen to a mainland food licence even when it sits inside a shared facility.

A free zone company can reach the mainland through a DET branch licence or permit (Executive Council Resolution 11 of 2025). Delivery sales to individuals are a QFZP excluded activity, outside the 0% rate.

Several free zones license this activity; we match the zone to your visas, office and banking. Compare free zones

Approvals before the first order

Dubai Municipality approves the kitchen layout before it is built, with food moving one way from receiving to dispatch. The kitchen is then inspected before the food permit issues, and a shared facility may already carry part of that work.

What your kitchen and riders add

Two choices shape the file more than the menu does: whose kitchen you cook in, and who carries the food to the door.

Whichever cell fits, the food permit still has to match the activity on your licence and the menu you cook.

How banks read platform revenue

Bank viewStandard, once platform payouts reconcile with orders

Cloud kitchen revenue reaches the bank as platform payouts, net of commission, so the account shows few direct customer payments. Banks ask which platforms you sell on, how payouts reconcile with orders, and where the kitchen sits, by lease or by facility contract. It is usually an easier conversation than a cash-heavy cafe has. We put the platform agreements, the kitchen contract and a payout forecast into the bank file.

Where cloud kitchens lose time

  1. The licence arrives before the kitchen exists

The licence itself can be quick, and the kitchen still gates the opening: layout approval, the build, the inspection and a Person in Charge on every shift. Until the food permit issues, the kitchen cannot take orders.

  2. Own riders with no permits

Every vehicle delivering food, bikes included, needs an annual Dubai Municipality permit, and a company running its own riders needs RTA approval. Kitchens moving from platform riders to their own fleet meet these rules for the first time.

  3. New lines without the matching activity

A retail counter, packaged meals for supermarkets or an office catering contract each sit under a different activity. Adding one after licensing means an amendment to the licence, and sometimes a fresh layout review.

Questions about a cloud kitchen licence

A question about your plan? Describe your cloud kitchen plan and an advisor replies on WhatsApp.

Ask on WhatsApp

Do I need a separate licence for a cloud kitchen in Dubai?

No. A cloud kitchen holds a trade licence with a food service activity worded for a kitchen without a dining room, and we confirm that wording with DET. The kitchen then goes through the same Dubai Municipality track as any other: layout approval before the build, an inspection and a food permit.

Can I run more than one food brand from one cloud kitchen?

It depends on how the brands sit under your licence, which is the part to check first. Each brand name on the apps is also a trademark question, and federal protection comes from the Ministry of Economy and Tourism, separate from the DET trade name. We check both before the brands go live.

Can a free zone company run a cloud kitchen for Dubai customers?

Rarely, because the DET operating permit for free zone companies started with non-regulated activities and Dubai Municipality regulates food. Sales to individuals also sit outside the QFZP 0% rate. A kitchen delivering across the city is usually set up on a mainland food licence from the start.

Do I need Dubai Municipality approval in a shared kitchen?

Yes. Dubai Municipality registers operators inside shared or managed kitchens, so your company sits on its records next to the facility. What the facility's own approvals already cover differs from site to site, and your Person in Charge and food handlers remain your responsibility. We confirm what the facility carries before you sign.

Do I need RTA approval to deliver my own orders?

Yes, if your company runs its own riders. The company needs RTA approval for delivery operations, each rider needs an occupational permit, and every vehicle, bikes included, needs an annual Dubai Municipality food transport permit. Using a platform's riders moves most of this to the platform or its fleet partner.
