What sits under a quote

A number is three layers, not one.

Cheap quotes show one layer and stay quiet about the rest. The bars below are the point: the headline is the thinnest part, and the layer that carries the cost is the one left off the page.

The licence layer

The fee to the authority, a mainland department such as Dubai Economy and Tourism, or a free zone, for the trade licence and establishment card. Quoted as the headline because it sounds smallest.

The layer that gets left out

Real and unavoidable, rarely on a cheap quote: a workspace the authority recognises, medical and Emirates ID per visa, health cover per resident, and legalising your home-country paperwork. The cost of being able to operate.

The consequence

A quote that looks cheap because a layer was dropped is the most expensive quote on your desk.

The visa you still need, the office the authority insists on, the insurance you cannot skip, the structure that does not fit: none of it goes away because a quote left it off. It arrives later, often after you have committed, and costs more to correct than to plan for. The honest figure is rarely the lowest. It is the one that survives contact with the bank, the desk, and year two.

Why do two UAE setup quotes for the same company differ so much?

Because they are rarely pricing the same company. A low quote often assumes no visas, a shared desk, no insurance, and no document legalisation. A higher one includes the visas you need, the resident requirements that come with them, and the work to hold the file together. Same words on the page, very different things being bought. The gap is what each quote left out, not who is being honest.
