Spa or medical spa licence in Dubai?

A spa needs a trade licence and an approved unit. Any service that claims to treat a condition brings in DHA.

A spa or massage centre in Dubai usually licenses on the mainland with the Department of Economy and Tourism (DET), since the public walks in. Dubai Municipality checks the fitted-out unit against its spa and massage guideline before opening. Hair, nails and facials sit with a beauty salon. Therapeutic or medical services belong to the Dubai Health Authority (DHA).

What a massage centre licence covers

The line sits where a service claims a health benefit, or where the menu moves into hair, nails and skin.

Salon services are a separate activity under their own Dubai Municipality guideline, so we settle the full menu, later additions included, before filing.

Mainland or free zone for a spa?

A spa earns from people who walk through its door, so the unit and its building decide the route more than the company does.

A free zone company can reach mainland clients through a DET branch licence or permit (Executive Council Resolution 11 of 2025). Walk-in spas are still planned as mainland, and mainland income can affect QFZP status.

Several free zones license this activity; we match the zone to your visas, office and banking. Compare free zones

Who signs off on a spa

DET issues the trade licence on the mainland, and Dubai Municipality reviews the fitted-out unit against its spa and massage guideline before the doors open. The cosmetic products you use must also carry its registration.

Relaxation or treatment?

Spa menus tend to drift across two lines over time, towards the salon and towards clinical work.

We read your treatment menu and your marketing copy against the activity before anything is filed, because one word like therapeutic changes the regulator.

Banking a spa

Bank viewCloser look: walk-in card and cash takings

Expect a closer look. Banks study walk-in businesses that take card and cash, and spas carry a reputational sensitivity that reviewers know well. The reviewer will ask what the treatments are and who performs them. A menu that reads as relaxation, matched by a licence that says the same, answers most of it. We put the menu and the staffing plan into the bank file alongside the lease.

Where spa files go wrong

  1. Therapeutic on the sign, relaxation on the licence

A relaxation spa that advertises relief from pain or a medical condition is selling something its licence does not cover. That claim belongs to a DHA-licensed facility, and the website and signage count as advertising.

  2. A layout with no room to separate

Health rules set the gender arrangements for each centre. A unit drawn as one open floor is hard to rework once the treatment rooms, plumbing and finishes are in. The plan has to match the arrangement before fit-out starts.

  3. The lease signed before the unit is checked

The unit has to pass Dubai Municipality's spa and massage guideline before opening. A lease on a unit that cannot meet it keeps the rent running through a redesign nobody planned. We check the unit against the guideline before you commit.

Ask on WhatsApp

Do I need a DHA licence to open a spa in Dubai?

No, a relaxation spa runs on the trade licence and Dubai Municipality's approval of the unit, which cover massage, sauna and hammam. The Dubai Health Authority comes in when a service is therapeutic or medical, such as massage sold to treat an injury, physiotherapy or laser work. Those services need a DHA-licensed facility and licensed practitioners to deliver them.

What is the difference between a spa licence and a salon licence?

The two cover different services and follow different rule sets. A spa covers massage, sauna, steam, hammam and body treatments. A beauty salon covers hair, nails, make-up and facials. Dubai Municipality publishes a separate guideline for each. The unit is inspected against the one that matches its activity, so offering both means planning both activities before you apply.

Can a spa in Dubai serve both men and women?

Sometimes, where the approval and the layout both allow it. Dubai's health rules set gender arrangements for each centre. One published Dubai guideline requires staff of the same gender as clients, plus full physical separation and posted hours where both are approved. We settle the arrangement before the layout is drawn, because it shapes the whole fit-out.

Can I open a massage centre with a free zone licence?

Yes, if the unit sits inside that free zone and its rules allow it. A walk-in centre serving the public across Dubai is planned as a mainland DET licence. The first phase of the DET branch route for free zone companies covers non-regulated activities, so we plan a spa open to the city as mainland.

Can I offer home service massage under a spa licence?

It depends on whether the activity wording covers visits to clients' homes. A spa licence is built around an approved unit, and home visits put staff to work away from it. We check that first. If visits will be a large share of bookings, they shape the activity choice from day one, along with staffing and the bank file.
