Cafe licence in Dubai starts with the menu

What you serve sets the licence activity, and Dubai Municipality has to approve the unit's layout before any fit-out starts.

At a glance

A cafe, cafeteria or coffee shop in Dubai is licensed on the mainland by the Department of Economy and Tourism (DET). Its Dubai Municipality food permit has to match the licensed activity, and the municipality approves the unit's layout before fit-out. Hot meals cooked to order, shisha and your own delivery riders each change what has to be approved.

What a coffee shop licence covers

Drinks, pastries and light food sit inside the activity, while cooking full meals to order usually moves the file to a restaurant.

Which route suits a walk-in cafe

Walk-in trade from a street or mall unit is a mainland licence. A unit inside a free zone building follows that zone's rules.

A free zone company can reach mainland customers through a DET branch licence or permit (Executive Council Resolution 11 of 2025). Takings from walk-in customers fall outside the QFZP 0% rate.

Cafe approvals in order

Dubai Municipality reviews the layout of the unit before fit-out, then inspects the finished cafe before the food permit issues. The permit has to match the activity on your DET licence, which is why the menu is settled first.

Does your menu still fit a cafe?

Tick what you plan to serve or sell, and the heaviest line decides the activity. Some lines also bring a permit of their own.

We confirm the exact activity wording with DET before you apply, and add any permit the plan brings with it.

Cash takings and the bank

Bank viewStandard, with questions on cash takings and card terminals

A bank reads a cafe as a cash and card-terminal business. Its questions start with expected takings, the split between cash and card, and whether deposits match the size of the unit. A signed lease and the issued licence carry weight in that review, because they show the cafe exists. We put the lease, the fit-out plan and a realistic monthly takings estimate into the bank file together.

AMLNot a DNFBP activity; the bank's own customer checks still apply.

Where cafe openings stall

  1. Fit-out starts before the layout is approved

Dubai Municipality has to approve a food establishment's layout before construction starts. A counter, sink or store room built in the wrong place has to be moved, and the opening date moves with it.

  2. The menu grows after licensing

Hot meals, shisha or delivery bikes added after opening each change what Dubai Municipality approved. Some need a new activity on the licence, others a separate permit, and a changed layout needs approval again.

  3. A free zone chosen for the tax line

Sales to individuals are an excluded activity for QFZP, so a cafe's retail takings never reach the 0% rate. A free zone company set up for tax can end up under the standard regime and still needing DET.

Questions about a cafe licence

Ask on WhatsApp

Does my menu need a cafeteria or a restaurant licence?

The kitchen decides it, because a cafeteria or coffee shop licence is built around drinks and light food. A kitchen cooking full meals to order usually belongs under a restaurant activity, and Dubai Municipality issues the food permit to match whichever activity is licensed. We check the menu against the activity list first.

Can I open a cafe with a free zone licence?

Yes, for a unit inside that free zone, under the zone's own rules on who the unit may serve. A cafe serving the public from a street or mall unit is in practice a mainland licence from DET. Retail sales to individuals are also excluded from the QFZP regime, so the free zone tax rate brings little to a cafe.

Do I need Dubai Municipality approval for a coffee shop?

Yes. Dubai Municipality approves the layout of the unit before fit-out, inspects the finished shop and issues the food permit, which has to match the activity on your licence. The shop also needs at least one certified Person in Charge on site full time, and every food handler trained before they start work.

Can a cafe in Dubai serve shisha?

Yes, though shisha needs its own Dubai Municipality permit on top of the food permit. That permit carries location limits, including distance from schools, mosques and homes, and shisha may never be served to minors. Adding it changes the approvals and the layout, so it belongs in the plan before the drawings go to the municipality for review.

How long does it take to open a cafe in Dubai?

Months in most cases, because the DET licence is the quick part. The time goes on the lease, the layout approval, the fit-out and the Dubai Municipality inspection before the food permit issues. Any change to the layout after approval needs approval again, so the menu is best settled before the drawing goes in.
