Gym licence in Dubai needs the Sports Council

Dubai Sports Council has to authorise a gym before its licence is issued, and again before every renewal.

A gym or fitness centre in Dubai needs authorisation from Dubai Sports Council (DSC) before any licence is issued or renewed, in free zones as well as on the mainland. The premises must suit the sport, coaches must be on the DSC register before they work, and the licence follows the building the gym sits in.

What a fitness licence covers

The licence covers running a facility: the gym floor, its equipment and staff, memberships, and the classes and personal training held on site.

Covered

Not covered

  • Covered by DHA-licensed health facility
  • Covered by Spa and massage centre
  • Covered by Sports academy
  • Covered by Sports goods trading

A class or sport outside the DSC permit needs approval first, so we list everything the gym will run before the permit is filed.

The building sets the route

The Department of Economy and Tourism (DET) licenses a mainland gym, and a free zone licenses a gym inside its own boundary.

Members working inside a free zoneFree zoneA site inside the zone is licensed by that zone, with DSC authorisation still required

A free zone company can reach mainland customers through a DET branch licence or permit (Executive Council Resolution 11 of 2025). Membership fees from individuals sit outside the QFZP 0% rate.

Several free zones license this activity; we match the zone to your visas, office and banking. Compare free zones

Dubai Sports Council approval

Dubai Sports Council authorises the gym before the licence is issued, and again before each renewal. Its conditions cover suitable premises, qualified staff, equipment, insurance from a UAE-licensed insurer and the approvals of other government entities.

A gym's year with the Sports Council

Authorisation is renewed with the licence, and several changes in between need the council's approval before they happen.

We map these points for your gym at the start, so the renewal and any new class are planned in.

What banks ask a new gym

Bank viewStandard; recurring card memberships are easy to explain

Recurring card memberships are easy for a bank to follow, so a gym usually reads as a standard file. The questions land on the fit-out: how it is financed and the deposit on the lease. Memberships sold before the doors open draw questions too, because that money arrives before there is a gym to show. We put the lease, the fit-out budget and the membership plan into the bank file together.

AMLNot a DNFBP activity; the bank's own customer checks still apply.

Where gym files go back

  1. Lease signed before DSC sees the site

Dubai Sports Council needs premises that suit the sport and meet its specifications. A fitted unit that falls short can hold up the authorisation, and the licence with it, while the rent is already running.

  2. Coaches start before they are registered

Coaches and professional staff must be on the Dubai Sports Council register before they work, and a gym may not hire unregistered coaches. A trainer who starts before registration puts the gym in breach.

  3. Physio or massage added to the timetable

Physiotherapy and rehabilitation are Dubai Health Authority (DHA) services run by DHA-licensed staff, outside a gym licence. Massage sold as a service sits under a spa licence, so both need their own route first.

Ask on WhatsApp

Do I need Dubai Sports Council approval to open a gym?

Yes. Dubai Sports Council authorises every sports establishment, gyms and fitness centres included, before a licence is issued or renewed. The rule reaches free zone sites too, and the conditions cover the premises, qualified staff, equipment, insurance and the approvals of other government entities.

Can I open a gym with a free zone licence?

Yes, if the gym sits inside that free zone. The licence follows the building, so a site on the mainland is a DET licence, and Dubai Sports Council authorisation applies either way. A flexi-desk package will never support a gym, because the premises are part of what the council approves.

Do personal trainers need to be registered in Dubai?

Yes. Coaches and professional staff must be on the Dubai Sports Council register before they start work, and a gym may not hire coaches missing from it. Hiring and registration therefore run together, so each new trainer is registered before the first session.

Is a yoga studio licensed like a gym in Dubai?

Usually not, because a yoga or pilates studio tends to sit under an instruction activity separate from a gym. Whether Dubai Sports Council authorisation applies depends on how the studio is classified. We check that classification before choosing the activity, because it changes the approvals that follow.

Can a gym offer physiotherapy or massage?

Through the right licences, yes. Physiotherapy and clinical rehabilitation are DHA-licensed health services delivered by DHA-licensed physiotherapists, and a gym licence does not cover them. Massage sold as a stand-alone service sits under a spa and massage licence. We look at whether a second activity, a separate company or a licensed partner fits your plan.
