A pet shop licence in Dubai comes from DET, and food and accessories need little more. Live fish, birds and animals bring Dubai Municipality's requirements for live animal shops. Importing animals needs a licence for animal care activities from the Ministry of Climate Change and Environment (MOCCAE), then a permit for each consignment. Dangerous species stay off the shelves.

Payments to breeders and exporters abroad for live animals, and large food orders before the shop opens, both need a clear story. Common pet shop mistakes
Live animals on a supplies licence
A licence worded for food and accessories leaves out fish, birds and puppies. Live animals need their own activity and Dubai Municipality's approval of the shop, so the tanks and cages come after both.
Ordering animals before the Ministry licence
Live animals clear a UAE port only with a MOCCAE import permit, and the importer must hold an animal care licence for that kind of animal. A shipment booked first waits at the port.
A species the law keeps from shops
Predatory and dangerous animals are limited to zoos, parks, breeding and research centres. Species on the CITES list need Ministry permits. A supplier's catalogue is no guide, so we check the stock list first.
