Bakery licence, from the oven to the shelf
DET licenses the baking and the selling. Dubai Municipality approves the kitchen, and your customers decide what comes next.

A bakery licence in Dubai covers two activities, baking and selling, and the buyers decide the rest. Dubai Municipality approves the kitchen layout before fit-out and inspects it. Supplying cafes and hotels from your own vans adds a yearly permit for each van, and packaged loaves for supermarket shelves add product registration and labels. Home baking needs licences too.

Cafes and hotels asking for daily bread is the usual next step, so we add wholesale supply now if those talks have started.
Where a bakery is licensed
Your customers walk in from mainland streets and communities, and most cafes and hotels you might supply are on the mainland too.
| If most of your clients are | Likely route | Why |
|---|---|---|
| Walk-in customers in a community or mall | Mainland (DET) | A shopfront outside a free zone is licensed by DET |
| Cafes, hotels and restaurants buying wholesale | Mainland (DET) | A mainland production kitchen supplies mainland clients without extra permits |
| Office workers inside one free zone | Free zone | An outlet inside the zone follows that zone's authority |
A free zone bakery selling on the mainland needs a DET branch licence or permit (Executive Council Resolution 11 of 2025). Sales to individuals sit outside QFZP's qualifying income.
Several free zones license this activity; we match the zone to your visas, office and banking. Compare free zones

Bakery licence approvals in order
The trade licence takes days. Dubai Municipality's kitchen approval takes longer, because the layout is approved before any building work and the finished kitchen is inspected before it opens.

How banks read a bakery account
Bank viewStandard; small daily sales, supplier invoices and oven purchases
Banks see a bakery as a standard food business. Daily takings arrive in many small card and cash payments, with supplier invoices for flour and packaging going out. Ovens and fit-out are the large early payments. Questions tend to come when cash takings run high against card sales, or when the kitchen lease and equipment quotes are missing. We put the lease, the supply agreements and the opening budget into the account file together.
AMLNot a DNFBP activity; the bank's own customer checks still apply.
Where bakery openings slow down
Ovens installed before the layout approval
Dubai Municipality approves a food kitchen's layout before construction, and changes later need fresh approval. Ovens, sinks and drains placed to an unapproved plan are often moved again at the bakery's cost.
A retail licence that cannot supply
Selling over your own counter and supplying cafes are usually separate activities. Hotel buyers ask for your licence and food permit, and a mismatch stops the first contract.
Selling home bakes before licensing
Dubai Municipality says any food sale, however small, needs prior approvals and licences. Orders taken through social media before that leave the baker exposed to inspection and a forced stop.
