Photography licence in Dubai, studio or on location

The licence itself is a light file. What adds permits is where you shoot, and whether a drone goes up.

A photography licence in Dubai comes from DET on the mainland or from a free zone, often as a freelance permit for one photographer. It is one of the lighter licences. The extra permissions arrive job by job: venue consent, a permit for public or government locations, and aviation approval for drone work.

What a photography studio licence covers

Scope follows what you deliver and invoice: finished images, usage rights and the shoot day itself.

  • Covered by Media production
  • Covered by General trading
  • Covered by Training activity
  • Covered by Aerial survey activity

Many photographers also shoot short video. Adding a production activity before the licence issues costs less effort than an amendment later.

Freelance permit or a company

Both work for photography. The choice rests on who books you, whether you hire, and whether clients walk in.

A free zone company can serve mainland clients through a DET branch licence or permit (Executive Council Resolution 11 of 2025). Shoots billed to mainland companies usually fall outside the QFZP 0% rate.

Photography permit in Dubai, job by job

The licence needs no separate regulator. Permissions attach to the shoot. Dubai's film permit office, now part of the Dubai Media Council, controls filming at public and government locations, and venue owners give their own consent.

Whether a stills-only job in a public place needs the film permit depends on the shoot. We confirm it with the permit office before the client signs off the date.

Shoot deposits and the bank

Bank viewStandard, with questions on deposits and foreign client payments

Banks see photography as a standard service business. A file usually shows booking deposits from private clients, invoices to agencies and hotels, and payments from abroad for usage rights. Camera kit bought overseas can look like trading. We set out the client mix and the first bookings for the bank, with the licence wording that matches them, so the review reads the payments correctly.

Where photographers get caught out

  1. Drone work assumed to sit on the licence

Some guides fold aerial work into ordinary photography with no approval. In Dubai the Dubai Civil Aviation Authority regulates drones, and a property client will expect the operator to be registered before the drone goes up.

  2. Video added after the licence issues

Clients ask for a short film alongside the stills. A photography wording alone may leave that work uncovered, and an amendment later takes another round with the licensing authority.

  3. A public location booked without the permit

Beaches, streets and government buildings sit under the film permit office and the site owner. A shoot stopped on the day costs the client more than the permit. We check the location before the quote goes out.

Ask on WhatsApp

Do I need a photography permit in Dubai for commercial shoots?

It depends on the location. Studio and private-venue work needs the venue's consent and no city permit. Filming at public and government locations runs through Dubai's film permit office, part of the Dubai Media Council. For a stills-only job outdoors, we confirm with the permit office whether that shoot needs one.

Can I get a freelance photography licence in Dubai?

Yes. Several free zones issue freelance permits that cover photography for one person, and they support a residence visa. A freelance permit suits a photographer working alone. Hiring staff or opening a studio for walk-in clients points to a company, on the mainland through DET or in a free zone.

Can a foreigner get a photography licence in Dubai?

Yes. Foreign nationals can set up a photography business on the mainland through DET or in a free zone, and the licence can support their own residence visa. The choice comes down to where your clients are, whether you need a studio, and whether you will hire. We match the set-up to the bookings you expect.

Is drone photography in Dubai covered by a photography licence?

Partly. The licence wording has to include aerial work, and the Dubai Civil Aviation Authority regulates drones in Dubai. Operators register with it and need approval for commercial flights. Public locations can also need a permit from Dubai's film permit office, so a drone job carries the most permissions.

How do I start a photography business in Dubai?

Start with the work you will invoice, because that sets the activity wording. Then the route follows your clients and whether you open a studio. The licence is a light file. The permissions that take planning come per job: public locations, drones and paid brand posts on your own channels.
