Warehousing licence, set by what you store
A warehousing licence covers storing other people's goods, and food, cold chain or duty-suspended stock each add an approval.

A warehousing licence in Dubai is for storing other companies' goods for a fee, from DET or a free zone. The building needs Civil Defence fire clearance. Food stored for clients makes the warehouse a Dubai Municipality food establishment, with cold chain where needed. Holding imported goods before duty is paid needs a customs warehouse licence from Dubai Customs.

Self storage for the public and cold storage often sit as their own activities, so we add each one your first clients need.
Free zone or mainland warehouse
Stock that passes through Dubai sits well in a free zone. Local retailers, food distributors and self storage customers point to a mainland unit.
| If most of your clients are | Likely route | Why |
|---|---|---|
| Importers re-exporting across the region | Free zone | Goods stay outside customs duty until they enter the UAE market |
| Dubai retailers and online sellers | Mainland (DET) | Daily dispatch to Dubai customers runs from a mainland unit |
| Individuals renting self storage units | Mainland (DET) | A walk-in facility for the public sits under DET |
| Importers holding duty-suspended stock in the city | Mainland (DET) | A mainland unit holds it only as a licensed customs warehouse |
A free zone warehouse can serve mainland clients through a DET branch licence or permit (Executive Council Resolution 11 of 2025). Income from mainland clients faces the QFZP qualifying test.

Warehouse permits and approvals
The licence is quick, and the building carries the file. Civil Defence clears it for fire. Dubai Municipality approves it as a food establishment if food comes in, and Dubai Customs licenses it for bonded stock.

Tick the goods you expect in your first year. The heaviest one shows what the building needs beyond the licence.
A client who brings food later changes the building's approval, so we plan the unit for the stock you expect in year two.

What the bank asks a warehouse operator
Bank viewStandard; contracts with clients and whose goods you hold
Banks see warehousing as a standard service business with steady monthly invoices. Their questions centre on whose goods you hold and where those clients trade, because stock that belongs to others can hide a trade the bank cannot see. Large fit-out and racking payments before the first client also draw questions. We put the lease, the first storage contracts and a client list into the account file together.
AMLNot a DNFBP activity; the bank's own customer checks still apply.
Where warehouse setups lose time
A food client in a general warehouse
Food stored for others makes the building a food establishment, with its own layout approval and inspection. A unit fitted out for dry cargo may need changes before the first pallet of food arrives.
Duty-suspended goods in a mainland unit
Imported goods awaiting duty can sit outside a free zone only in a licensed customs warehouse. A client who assumes otherwise leaves you holding stock on the wrong side of customs.
A lease signed before fire clearance
Racking height, sprinklers and stored materials all come under Civil Defence rules. Higher racking or a new kind of stock can mean the clearance has to be done again.
