Tutoring licence, for a centre or one tutor
Tuition centres need a trade licence and KHDA's permit. One tutor visiting homes can work under a personal permit.

A tutoring licence in Dubai depends on who teaches and where. For a tuition centre, that means a trade licence from DET or a free zone plus an Educational Services Permit from KHDA, listing each subject area it teaches. One person giving private lessons can hold the Private Teacher Work Permit, without forming a company.

What a tuition centre licence covers
KHDA treats a tuition centre as a training institute. Its permit names the fields you teach, and lessons outside them need an amendment first.

- Covered by Nursery (early childhood centre)

Each subject area added after the permit is a separate KHDA approval, so we settle the full course list before the first filing.
Where a tuition centre is licensed
KHDA's rules apply on the mainland and in free zones alike. The centre's address decides who issues the trade licence.
| If most of your clients are | Likely route | Why |
|---|---|---|
| Families near a community or shopping centre | Mainland (DET) | A centre in a mainland building is licensed by DET, with KHDA's permit |
| Students attending a centre inside a free zone | Free zone | The zone issues the licence, and KHDA's permit still applies |
| One tutor visiting students at home | Either route | A personal private teacher permit may cover it without any company |
A free zone company opening a centre on the mainland needs a DET branch licence (Executive Council Resolution 11 of 2025). Mainland income can affect QFZP status, and KHDA's permit follows the centre.

Tuition centre approvals in order
DET or the free zone reserves the name first. KHDA then reviews the course list and gives you six months to finish the licence and permit, or its approval lapses.

Which permit fits how you teach
Two choices decide which permission you need: who does the teaching, and where the lessons take place.
Renting a room by the hour still counts, because a venue may only host courses that hold a KHDA permit.
| You, on your own | A team of tutors | |
|---|---|---|
| At a centre you run | Still a centre Running your own room makes it a training institute: trade licence plus KHDA's permit. | A full KHDA file Trade licence, KHDA permit naming each subject area, a manager and tutor visas. |
| At students' homes | The lightest file The Private Teacher Work Permit covers one person's lessons, with no company needed. | A company that travels Sending tutors out under a brand is a business, so KHDA's position is confirmed first. |

How banks read a tuition centre
Bank viewStandard; monthly or termly fees from parents
Banks see a tuition centre as a standard service business. Parents pay by card or transfer, monthly or by the term, and the tickets are small. Questions come when cash takings are high. They also come when the KHDA permit is missing from the file. We put the permit, the lease and the first term's timetable into the account file, so the review sees a working centre.
AMLNot a DNFBP activity; the bank's own customer checks still apply.
Where tutoring setups go wrong
A trade licence with no KHDA permit
A licence alone lets nobody teach. Dubai's training rules require KHDA's permit as well, on the mainland and in free zones, and a centre that opens without it is trading outside the rules.
Letting the six-month window run out
KHDA's initial approval lapses if the licence and permit are unfinished after six months. A slow lease or a missing document then sends the file back to the start.
Teaching subjects missing from the permit
The permit lists the fields a centre may teach. Adding coding, languages or test preparation later is an amendment, and lessons that start first are outside the permit.
