Driving school licence, where RTA allows one

A driving school licence in Dubai depends on RTA approving your institute, and the site has to sit in an eligible area.

A driving school licence in Dubai needs the Roads and Transport Authority (RTA) to approve the institute before DET issues the trade licence. The site must sit in an area open for driver training, and more areas were added in June 2026. Instructors, training vehicles and the yard each pass RTA's standards.

What a driving institute teaches

The driving school activity prepares learners for an RTA licence, in classrooms and on the yard, class by class.

Inside this licence

Outside this licence

  • Covered by Advanced driving training, with RTA approval
  • Covered by Occupational driving training, with RTA approval
  • Covered by Driving test vehicle rental
  • Covered by Desert driving institute

Advanced and occupational training sit as separate activities, each approved by RTA, and courses for company fleets come under occupational training.

Why driving schools sit on the mainland

Learners train on Dubai's roads and on your yard, so RTA approves the institute on a mainland site with a DET licence.

A DET branch on its own does not let a free zone company run the institute, because RTA approves both the site and the institute. QFZP qualifying income leaves out learner fees.

RTA approval for a driving school licence

RTA comes first and stays involved. It approves the institute and its site before DET issues the licence, then permits each instructor and checks the training fleet and yard.

Which driving activity fits your courses?

Your learners and the vehicles they will drive show which RTA-approved activity your courses fall under.

Corporate clients often want both licence classes and defensive courses, so we put every activity into the first RTA file.

Fleet purchases, learner fees and the bank

Bank viewStandard; learner fees upfront and a large fleet purchase

A driving school's first large payment is the fleet, and learners then pay course packages upfront. Both draw questions on a new account.

The RTA approval and the signed vehicle orders explain the fleet spend. Written course terms, with the refund rules set out, cover the upfront fees. Instructor salaries then run through WPS.

Commitments made before RTA confirms

  1. A yard leased outside RTA's areas

A plot outside the districts RTA has opened for training cannot host an institute or a branch, however well it is fitted out. The yard lease waits until the area is confirmed.

  2. Cars bought before RTA confirms the specification

Training vehicles need dual controls and must meet RTA's standards for age and fitting. A fleet ordered early to the wrong specification sits idle or goes back.

  3. Instructors hired without a permit plan

Every instructor needs RTA's permit before teaching. Recruiting abroad without checking how their experience will be assessed leaves cars ready and no one cleared to sit beside learners.

Ask on WhatsApp

How much does it cost to open a driving school in Dubai?

The site, the fleet and the instructors drive most of it. Yards, classrooms, dual-control vehicles and heavy vehicle classes outweigh the licence itself.

How to open a driving school in Dubai?

Start with RTA, which approves the institute and its site before DET issues the trade licence. New institutes are licensed only in areas RTA has opened for driver training.

Is RTA approving new driving institutes in Dubai?

Yes. In June 2026 RTA widened the areas where new institutes and branches can be licensed and invited investors to apply. Approval still follows its standards for sites, instructors and vehicles.

Do driving instructors need an RTA permit in Dubai?

Yes. Every instructor at a Dubai driving institute needs an RTA instructor permit before teaching, whatever their experience abroad. A car with no permitted instructor cannot be used for lessons.

Can a free zone company run a driving school in Dubai?

No, not for teaching learners. RTA approves driving institutes on mainland sites with a DET licence. A free zone company can still rent dual-control vehicles to institutes.

How long does it take to open a driving school in Dubai?

Months. RTA's approval of the institute and its site sets the pace, and instructor permits and vehicle approvals follow before the first lesson.

Does a defensive driving course provider need RTA approval?

Yes. Defensive and advanced driving for licensed drivers is a separate activity from a driving school, and RTA approves its curriculum, instructors and vehicles.

Do I need a licence to run forklift training in Dubai?

Yes. Forklift and heavy plant operator courses sit under an occupational driving training activity, and RTA approves the curriculum, vehicles and instructors before training starts.

What vehicles does RTA require for a driving school?

Dual-control vehicles that meet RTA's standards for age and fitting, approved before use. Ordering a fleet before the specification is confirmed is a common and costly mistake.

Can a driving school in Dubai offer motorcycle training?

Yes. Motorcycle courses sit within the driving school activity, alongside light vehicle, heavy vehicle and bus classes. Each class still needs RTA-approved instructors, vehicles and space on the yard.

Has the RTA opened your site's area?

The location comes before the fleet and the instructors. Point us to the site you have found and the courses you plan, and we name the RTA activities and what the first institute file needs.
