At a glance

A laundry or dry cleaner in Dubai is usually licensed on the mainland by the Department of Economy and Tourism (DET). Dubai Municipality has to permit the activity before it runs. The premises also have to meet Civil Defence fire rules and work with approved waste contractors. Solvents, boilers, hospital linen and app delivery each add rules of their own.

What a laundry shop licence covers

The activity covers cleaning clothes and linen for customers, whether they come to a counter, order through an app or sign a contract.

Mainland or free zone for a laundry

Walk-in shops and home delivery serve the public, which points to DET. A plant inside a free zone follows that zone's own health rules.

A free zone company can serve mainland customers through a DET branch licence or permit (Executive Council Resolution 11 of 2025). Household laundry is billed to individuals, so it sits outside the QFZP 0% rate.

Starting a laundry business in Dubai

Dubai Municipality's laundry guideline covers premises, equipment, chemicals, water and waste, and no laundry may run without its permit. We check the unit plan against that guideline before fit-out, because drains and exhaust are hard to move later.

Which approvals your laundry model adds

Tick each model you plan to run. The heaviest one sets the approvals, and each row shows what it brings beyond the licence.

Delivery by your own riders can bring in RTA rules on any model. We check whether the set-up needs a wastewater permit before drains are drawn.

Counter takings, app payouts and the bank

Bank viewStandard, with questions on counter cash and app payouts

Banks treat a laundry as a standard service business. Their questions start with how money comes in: cash and card at a counter, monthly invoices to hotels, or card payments collected by a third-party app and paid out later. A signed lease and the municipality permit show the business exists. We map that payment flow for the bank before the account is opened, with the lease and the first contracts attached.

Where laundry and dry cleaning files stall

  1. Assuming a laundry needs no approval

Some guides list laundry as needing no third-party approval. Dubai Municipality's guideline says otherwise: no laundry may operate without its permit, and the premises, equipment and chemicals are held to that guideline.

  2. Exhaust and steam lines added late

Drying areas need exhaust, steam pipes need insulation and boilers need a yearly inspection by an EIAC-approved technician. A unit fitted out as a plain shop may have to be opened up again before the laundry can pass.

  3. Hospital linen treated as ordinary laundry

Hospital linen falls under separate municipality rules: negative pressure in the dirty area, separate vehicles, and a wash of at least 71°C for 25 minutes or approved chemicals. A hospital client will expect to audit the plant against them.

Ask on WhatsApp

Do I need Dubai Municipality approval to open a laundry in Dubai?

Yes. Dubai Municipality's laundry guideline says the activity may not run without a permit from the competent department, and the services offered must match the licence. The premises, equipment, chemicals and waste contracts are all held to that guideline, and the unit must meet Civil Defence fire rules as well.

Can I run a laundry pickup and delivery service without a shop?

Yes, as long as the washing happens in a licensed facility that meets the municipality's laundry guideline, either your own or a partner's under contract. The app and the riders are the other half. Delivery through an app with your own riders can bring in RTA permit and rider rules, which we check against your model.

Can a free zone company run a laundry in Dubai?

Yes, inside its own zone, where the plant follows that zone's regulator and health rules. Serving homes or hotels on the Dubai mainland then needs a DET branch licence or permit. Household orders are sales to individuals, which the QFZP 0% rate excludes, so the tax case for a free zone is thin.

Is dry cleaning licensed differently from a laundry in Dubai?

Partly. Dry cleaning sits under the same municipality guideline as a laundry, and the licence wording has to name it. Solvents bring heavier duties on storage, ventilation and hazardous waste, which a municipality-approved contractor removes. Detergents and other chemicals must be approved products, handled by trained staff.

How long does it take to open a laundry in Dubai?

Weeks for a shop, once the unit is chosen, and months for an industrial plant. The licence wording is the quick part. The pace is set by the lease, the fit-out, the municipality inspection and the fire and waste paperwork, so a unit planned around the guideline moves with fewer delays.
