Engineering consultancy licence, then the Municipality register

A trade licence alone lets no office sign drawings. Dubai Municipality registers the office, classifies it and registers its engineers.

An engineering consultancy licence in Dubai is a trade licence from DET or a free zone, followed by registration with Dubai Municipality under Law 14 of 2025. The Municipality records the office's scope and classification and registers its engineers, on both routes. Existing offices have until about April 2027 to regularise.

What an engineering office covers

The licence covers the engineering you design, sign and supervise. Building it, fitting it out or selling it belongs to other companies.

A consultancy office and a contractor must stay independent of each other. We set the group structure before either licence when founders plan both.

Mainland or free zone for engineers

Law 14 of 2025 covers free zones and special development zones as well, so Municipality registration follows the office on either route.

A free zone company can serve the mainland through a DET branch licence or permit (Executive Council Resolution 11 of 2025). Mainland income can affect QFZP status, so we check it with the plan.

Engineering office classification and registration

DET or the free zone authority issues the trade licence first. Dubai Municipality then registers the office, sets its classification and licensed scope, and registers each engineer who will sign drawings on its behalf.

Which office category fits your practice?

Law 14 of 2025 sorts offices by who stands behind them and what they do. Pick both to see the category.

Audit offices form a category of their own. They check other consultants' work, and we confirm the category before the trade name is reserved.

The bank file for a consultancy

Bank viewStandard for professional services; staged fees and retentions explained

Banks treat an engineering office as a standard professional service. The questions come from the shape of the income: fees billed stage by stage, retentions held until handover, and payments from developers abroad. That is normal. We put the first appointment letters, the fee stages and the engineers' registrations into one file, so the review sees a practice that already has clients waiting for its drawings.

Where engineering office files stall

  1. Marketing design work before registration

Law 14 of 2025 bars an office from presenting itself as an engineering consultancy until it holds both the trade licence and Municipality registration. Proposals sent early can bring fines or a suspension.

  2. Engineers who are still unregistered

An office may employ only registered engineers. A senior hire whose registration is still moving leaves the office unable to sign for that discipline until the Municipality adds the engineer to its file.

  3. Design and build in one company

Dubai keeps contractors independent of consultancy offices. Founders who want both run two companies. The ownership between them needs planning before either licence is filed, because changing it later means amending both.

Ask on WhatsApp

Can foreigners get an engineering consultancy licence in Dubai?

Yes. Foreign engineers can form a local office, and a foreign firm can open a Dubai branch once it has ten consecutive years of consultancy experience behind it. UAE firms need three years for a branch. Every route ends with Dubai Municipality registration, so we match the category to your record first.

Can an engineering consultancy be set up in a Dubai free zone?

Yes. A free zone can issue the trade licence, and Law 14 of 2025 applies inside free zones and special development zones too. The office still registers with Dubai Municipality before it offers consultancy in Dubai. For mainland clients it may also need a DET branch licence or permit.

Do existing engineering consultancy offices need to re-register under Law 14?

Yes. The law took effect around April 2026, and offices already working, along with their staff, have one year from that date to regularise. The period can be extended. Registrations that expire meanwhile can be renewed on an undertaking to comply, so we review renewals against the new categories.

How does engineering office classification work in Dubai?

Dubai Municipality records each office's licensed scope and classification, and lists its technical staff. The office may then work only inside that scope, with engineers registered to it, and a breach can see the classification downgraded or the office suspended. The scope on file should match the work you plan to sign.

How to start an engineering consultancy business in Dubai?

Begin with the office category, because it depends on who owns the practice and what it will sign. Then come the trade licence and Dubai Municipality registration, with each engineer registered to the office. We plan the order around your first appointment, so registration is ready when the client is.
