Electromechanical licence in Dubai, for MEP contractors

An electromechanical licence covers MEP installation on new projects, and the systems you fit decide which regulators join in.

An electromechanical licence in Dubai lets an MEP contractor install electrical, mechanical and plumbing systems, usually under a DET licence. Since January 2026 the company also needs a place on the Dubai Municipality contractor register, which classifies it and caps the size of project it may take. Electrical installation adds DEWA enrolment, and fire and gas systems add Civil Defence approval.

What an MEP contractor installs

An MEP contractor installs the building services on new projects and major refits. Each discipline you fit goes on the licence.

Many MEP contractors also maintain what they install, so we add the maintenance activities at the start when your first contracts already include upkeep.

Mainland or free zone for MEP work

MEP crews work on sites across the city, and Law 7 of 2025 brings free zone contractors onto the same Municipality register.

A free zone MEP company working on mainland projects needs a DET branch licence or permit (Executive Council Resolution 11 of 2025). Mainland income also faces the QFZP qualifying test.

Electromechanical licence and its regulators

DET issues the licence with each discipline you install. Dubai Municipality then registers and classifies the company, and a newly registered contractor is placed in the lowest category to begin with. DEWA and Civil Defence follow.

New projects or buildings already in use?

Two questions place an MEP company: where the work happens, and whether it touches power, fire or gas.

Your first two contracts usually show which box you sit in, so we read them with you before the activity list goes to DET.

Staged payments and the bank

Bank viewA closer look; staged payments, retention and subcontract chains

Banks give MEP contractors a closer look than a trading company. Money arrives in stages from main contractors, and some of it is held back as retention. Equipment orders usually go out first. We put the awarded packages, the register status and the main supplier quotes into the account file together, so each payment in or out has a contract behind it.

AMLNot a DNFBP activity; the bank's own customer checks still apply.

Bids lost to missing approvals

  1. Electrical packages bid before DEWA enrolment

Only an enrolled contractor can apply for a project's power connection. DEWA also grades enrolled firms on the quality of their work. A company still waiting on enrolment watches the electrical package go elsewhere.

  2. Expecting a high category on day one

New contractors join the Dubai Municipality register in the lowest category. Moving up depends on performance and compliance. We set the first year's packages against that before the team and the office are sized.

  3. A subcontract nobody approved

Subcontracts need approval under the contractor law. The client consents, the regulator signs off and every party must be registered. An MEP firm brought in informally by a main contractor leaves both companies exposed.

Ask on WhatsApp

How much does an electromechanical licence cost in Dubai?

An electromechanical licence cost in Dubai depends on the disciplines you list and the engineers you employ. Electrical work adds DEWA enrolment, fire and gas add Civil Defence approval, and the Municipality register looks at your team and accounts. Site crews add visas. You get a written quote before anything starts, and it only changes if your plans do.

Can foreigners get an electromechanical licence in Dubai?

Yes, in most cases. Dubai opened construction and contracting activities to full foreign ownership on the mainland in 2021, and free zone companies are foreign-owned by design. We confirm each activity on your list with DET before filing. The larger task is the team, because DEWA and the Municipality register both look for qualified engineers employed by the company.

What are the MEP licence requirements in Dubai?

A trade licence listing each discipline you install, usually from DET, then a place on the Dubai Municipality contractor register with engineers who hold competency certificates. Electrical installation needs DEWA contractor enrolment. Fire fighting, alarm and gas systems need Civil Defence company approval. We map these to the packages you plan to bid.

Do electromechanical companies need DEWA contractor registration?

Yes, for electrical work. Electrical contractors enrol with DEWA before they install, with electrical engineers and technicians on staff, and only enrolled firms can apply for a project's power connection. DEWA also grades enrolled contractors on the quality of their design submissions and site work. We plan the enrolment around the engineers you hire.

Do MEP contractors need Dubai Municipality registration?

Yes, free zones included. Since 8 January 2026, contractors in Dubai register on the Dubai Municipality contractor register and work within their classification. MEP firms trading before then have until about 8 January 2027 to regularise. Subcontracting also needs the client's consent and registration for every party, which matters for firms working under main contractors.
