Dropshipping licence in Dubai, with or without stock

Dropshipping is legal with a licence. Where the stock sits and what you sell decide the rest of the file.

A dropshipping licence in Dubai is an online retail licence from DET or a free zone, worded for the goods you sell. With no stock in the UAE it is a light file. Holding stock here brings a customs client code and import VAT, and cosmetics or food need Dubai Municipality registration before they go on sale.

What a dropshipping licence covers

The activity covers selling goods you never hold. Your store takes the order and payment, and a supplier ships to the buyer.

Product categories matter as much as the activity. We read your product list against the licence wording before filing.

Dropshipping licence in the UAE, by route

DET issues online retail licences on the mainland, including a home-based e-Trader licence. Free zones issue them too. Your buyers decide which fits.

A free zone company can serve the mainland through a DET branch licence or permit (Executive Council Resolution 11 of 2025). Sales to consumers are excluded from the QFZP 0% rate.

How to start dropshipping in Dubai

With no stock in the UAE, the licence is most of the file. Holding stock here adds Dubai Customs, and regulated products need Dubai Municipality registration before they are sold in Dubai.

Where the stock sits changes the file

Two questions decide what sits on top of the licence: where the goods ship from, and where the buyer is.

VAT registration becomes mandatory once taxable supplies pass AED 375,000 in twelve months. We map which of your sales count before that point.

Supplier payments and the bank

Bank viewCloser look at supplier payments abroad and card chargebacks

Banks look closer at dropshipping than at most online retail. Money flows out to suppliers abroad, often in Asia. Card payments come in through a gateway that holds reserves against chargebacks. A live store, supplier agreements and a clear refund policy answer most questions. We put the store, the supplier contracts and the expected order flow into the bank file first.

AMLNot a DNFBP activity; the bank's own customer checks still apply.

Where dropshipping stores run into trouble

  1. Cosmetics listed before they are registered

Skincare, fragrance and beauty tools are popular dropshipping lines. In Dubai a cosmetic product cannot be sold or advertised until Dubai Municipality has registered it, and that includes the listing on your store.

  2. Moving stock into the UAE unplanned

Stores that grow often bring stock closer to buyers. The company then becomes an importer, which brings a customs client code, import VAT and a warehouse contract. Planning that step early keeps the licence wording ready for it.

  3. A free zone picked for the 0% rate

Consumer sales are excluded from the QFZP 0% rate. A store selling to individuals pays corporate tax at the standard rates above the threshold, because the exclusion follows the buyer, wherever the company is licensed.

Ask on WhatsApp

Is dropshipping legal in the UAE?

Yes, with a trade licence that covers online retail of the goods you sell. DET issues it on the mainland, and free zones offer it too. Products follow their own rules. Cosmetics and food need Dubai Municipality registration before sale in Dubai, whoever holds the stock.

Do I need a licence for dropshipping in the UAE?

Yes. Selling goods to customers is trading, so the business needs a licence whose activity covers online retail. For one resident selling from home, DET's e-Trader licence can fit, depending on the products and the founder's residency. A company with a visa and staff needs a full licence.

Can I start dropshipping in Dubai without a warehouse?

Yes. With suppliers shipping straight to buyers, the licence needs a desk or, for an e-Trader licence, your residence. A warehouse only becomes part of the file when you hold stock in the UAE, which also brings a Dubai Customs client code and import VAT.

Do dropshippers in Dubai have to register for VAT?

Once taxable supplies pass the mandatory threshold in twelve months, yes. Sales to UAE buyers carry 5% VAT, and goods exported with evidence can be zero-rated. A company importing its own stock pays import VAT, which registration lets it account for through the return. We map which sales count early.

How long does a dropshipping licence take in Dubai?

Days to weeks for the licence, once the product list and activity wording are settled. The bank account and payment gateway usually take longer than the licence. Regulated products add their own registration time, so a store selling cosmetics should plan that before launch.
