Key takeaways

  • The free zone mainland operating permit lets a Dubai free zone company holding a Dubai Unified Licence work on the mainland for six months.
  • A DET branch licence suits regulated work and steady mainland revenue.
  • Regulated activities take a DET branch licence, approved by the sector’s regulator, such as DHA, KHDA or RTA.
  • We check your 0% corporate tax position before you apply, because most consultancy and IT income from the mainland is not qualifying.

Mainland routes for free zone companies

Dubai gives a free zone company two routes onto the mainland. Both come from Executive Council Resolution 11 of 2025.

Does mainland work affect the 0% rate?

It can, so we run the tax check before you apply.

Mainland income keeps the free zone 0% rate only when it comes from a qualifying activity. Consultancy, marketing and most IT services are not one. That income is taxed at the standard rates.

We check this first. A company that breaks a condition is taxed at the standard rates for that period, and it loses Qualifying Free Zone Person status for the four periods that follow. Our free zone corporate tax guide sets out every condition.

What we handle for you

One advisor handles the route and the tax check.

Your clients decide the route, so we read the client list and contracts first. Then we word the activity so the permit or branch licence covers the work you invoice. Where your sector has a regulator, we prepare the file for its approval alongside DET’s. A branch opens its own mainland accounts from the start.

When the mainland becomes your main market, our Dubai mainland company setup is the next step.

Mainland operating permit questions

Can I work on the mainland with a free zone licence?

Yes, in Dubai. Executive Council Resolution 11 of 2025 lets a free zone company use DET’s operating permit for non-regulated work. A DET branch licence covers regulated activities once their regulator approves.

Who can apply for the free zone mainland operating permit?

A Dubai free zone company holding a Dubai Unified Licence. The first phase covers non-regulated activities such as technology, consultancy, design, professional services and trading, and regulated sectors are planned for later.

How long is the operating permit valid?

Six months. DET launched the permit on 8 October 2025. For steady mainland revenue, a DET branch licence suits better, because it renews like any DET licence.

Can a clinic or school in a free zone use the permit?

Not in the first phase, which covers non-regulated activities only. A regulated business uses a DET branch licence, approved by DET and its onshore regulator, such as DHA for a clinic or KHDA for a school.

Is income from a mainland branch taxed at 0%?

No. A mainland branch of a free zone company is a domestic permanent establishment, so its income is taxed at the standard rates. It also stays out of the free zone de minimis test.

Can a DIFC financial firm use these routes?

No. DIFC financial firms are excluded from the Resolution 11 routes, so neither the operating permit nor the DET branch licence is open to them.

Do I need a second company to sell to mainland clients?

Not in Dubai. The operating permit or a DET branch licence lets your free zone company serve mainland clients itself. A mainland company makes sense once most of your revenue comes from UAE clients.

Can a free zone trading company sell goods on the mainland?

Yes. Trading is in the operating permit’s first phase, and a DET branch licence covers it too. Goods imported into a free zone carry 0% customs duty and pay duty only when they move onto the mainland.

Should I choose the operating permit or a branch licence?

The permit suits non-regulated work and shorter mainland contracts, because it runs for six months. A DET branch licence suits regulated activities and steady mainland revenue, because it renews instead of ending after six months.

Does a DET branch keep separate accounts?

Yes. A DET branch of a free zone company keeps separate mainland accounts, and its licence renews like any DET licence. That keeps the branch’s mainland income apart for corporate tax.
