Waste management licence, for every truck and stream

A waste management licence in Dubai comes from DET or a free zone, and every waste activity also needs a Dubai Municipality permit. Collection, transport, storage, recycling and disposal are all covered, free zones included. Trucks are authorised for the waste type they carry and tracked from pickup to disposal. Hazardous waste and treatment plants need permits of their own.

What a waste management licence covers

Each waste stream is its own activity. Construction waste, hazardous waste and recycling are licensed and permitted separately.

Covered

Not covered

  • Covered by Scrap metal trading
  • Covered by Cleaning company
  • Covered by Waste container trading

Hazardous streams sit under their own activity and permits, so we keep them off a general collection licence unless the contracts call for them.

Where a waste company should be licensed

Dubai's waste rules reach free zones and special development zones alike. Your contracts and the depot point to the licence.

A free zone waste company serving mainland sites needs a DET branch licence or permit (Executive Council Resolution 11 of 2025). Mainland income faces the QFZP qualifying test.

Waste management permit approvals in order

The trade licence comes first. Dubai Municipality then permits the waste activity itself, authorises each vehicle for the waste it carries, and tracks every load from pickup to disposal.

A contract that adds one hazardous stream changes the vehicles and the permit, so we read the client's waste list before the quote.

What the bank asks a waste company

Bank viewStandard for collection; hazardous streams draw closer review

Banks treat waste collection as a contract business. Income arrives as monthly invoices to facility managers, contractors and factories. The questions come early, when trucks, skips and a depot lease leave the account before the first contract pays. Hazardous streams draw a closer look at who produces the waste and where it ends up. We put the municipality permit, the fleet plan and the first contracts into the account file.

AMLNot a DNFBP activity; the bank's own customer checks still apply.

Where waste company files go wrong

  1. A free zone licence and no permit

Dubai's waste rules apply in free zones and special development zones too. A zone licence alone does not let a truck collect waste on Dubai's roads.

  2. One truck for every kind of waste

Vehicles are authorised for the waste type they carry. A skip truck sent to collect drums of used oil is carrying a load it holds no permit for.

  3. Treating waste at the depot

Sorting, shredding or treating waste is allowed only at sites the municipality designates. A depot used for treatment without that permit is the first thing an inspection finds.

Ask on WhatsApp

How much does a waste management licence cost in Dubai?

A waste management licence cost in Dubai depends on the waste streams, the size of the fleet and the depot. Hazardous waste and a recycling plant bring their own permits and site work. Driver and crew visas add to it. You get a written quote before anything starts, and it only changes if your plans do.

What are the waste management licence requirements in Dubai?

A licence carrying the right waste activity from DET or a free zone, then a Dubai Municipality permit for that activity. Each truck must be authorised for the waste it carries and fitted with approved tracking. Hazardous waste and any treatment site need further permits. We map each one to your contracts.

Do I need a Dubai Municipality permit for waste management?

Yes. Dubai's waste law says no one may collect, transport, store, recycle, treat or dispose of waste without a municipality permit. The rule covers free zones and special development zones as well as the mainland. Advice with no waste handled is the light exception, and we confirm where your work sits.

How do I get a recycling licence in Dubai for a business?

It depends on what you do with the material. Collecting recyclables needs a collection activity and the municipality permit. Buying and selling scrap is a trading activity. Sorting, shredding or processing at your own plant needs a site the municipality designates for treatment. We place your plan on the right licence first.
