Pharmacy licence through DHA in Dubai

DHA licenses the pharmacy itself, and it stays inactive until the unit passes inspection and your pharmacist is on the licence.

At a glance

A pharmacy in Dubai needs a DET trade licence and a facility licence from the Dubai Health Authority (DHA). DHA issues the facility licence inactive and activates it after the final inspection, once a DHA-licensed pharmacist in charge is added. The unit sits on a ground floor or inside a mall. Delivering medicines needs separate DHA approval.

Retail pharmacy and its neighbours

Where the medicine goes after it arrives decides the regulator: to patients over the counter, or onward to other pharmacies and clinics.

Not covered

  • Covered by Pharmaceutical wholesale (EDE)

A shop that never dispenses medicine may suit a lighter licence, so we read your product list against the activity before the DHA file opens.

Street, mall or free zone

A pharmacy serves people who walk in, so the unit's location usually settles the route before anything else does.

A free zone company can reach mainland customers through a DET branch licence or permit (Executive Council Resolution 11 of 2025). A pharmacy still needs its DHA facility licence, and mainland income can affect QFZP status.

DHA pharmacy licence, in two stages

DET issues the trade licence and DHA licenses the pharmacy as a facility. The facility licence is issued inactive, and it goes live after the final inspection once your DHA-licensed pharmacist is added.

The pharmacy opens on the slower clock

Your company and the pharmacy run on separate clocks. The doors open when the slower one finishes, and that is usually the pharmacy.

Ownership rules for pharmacies are set locally and have changed. We confirm the current position before you commit to a unit.

Pharmacy cash flow at the bank

Bank viewUsually standard; questions on insurance claims and supplier payments

Banks usually read a pharmacy as ordinary retail healthcare. The questions tend to come from how money arrives: card and cash sales at the counter, plus insurance claims that are paid later. Supplier payments for stock go out early and in large amounts. We put the supplier list, the insurance arrangements and the DHA licence status into the account file, so the timing gap is explained before anyone asks.

AMLNot a DNFBP activity; the bank's own customer checks still apply.

Where pharmacy openings stall

  1. A first-floor unit outside a mall

DHA expects a pharmacy on the ground floor, or on a higher floor inside a commercial centre or mall. A lease signed on the wrong floor ends the plan for that unit.

  2. Too small to license

A community pharmacy needs at least 30 square metres. Compact kiosks committed to before anyone measures them can turn out to be impossible to license as a pharmacy.

  3. The pharmacist hired last

Activation waits for the pharmacist in charge to hold a DHA licence and be added to the facility. Starting that search after the fit-out leaves a finished pharmacy closed while the licence catches up.

Ask on WhatsApp

Who issues a pharmacy licence in Dubai?

DHA, alongside DET. DET issues the trade licence for the company, and the Dubai Health Authority licenses the pharmacy as a healthcare facility, as well as each pharmacist who works in it. Pharmaceutical wholesale and drug stores sit with the Emirates Drug Establishment at federal level, so they follow a separate path.

Can a foreigner own a pharmacy in Dubai?

It depends on the current local position. Since the federal pharmacy law was updated in 2025, ownership requirements for pharmacies are set by each emirate, and they have changed over the years. We confirm the position that applies to your structure before you commit to a unit or a pharmacist.

Do I need a pharmacist before I apply for a pharmacy licence?

You need one before opening, and ideally before the fit-out ends. The facility licence can be issued first, but it stays inactive until a DHA-licensed pharmacist in charge is added and the final inspection is passed. Recruiting early keeps the pharmacist's licensing in step with the unit.

Can I open an online pharmacy in Dubai?

Yes, from a licensed pharmacy. Delivering prescription-only medicines needs DHA telepharmacy approval, and delivering general medical products needs DHA pharmacy delivery approval. An e-commerce activity on the trade licence does not replace either one, so we plan the delivery approval together with the facility licence.

Can I open a pharmacy in a free zone?

Yes, in a free zone that licenses healthcare facilities under its own health regulator. That pharmacy serves the zone, and reaching patients outside it needs further approval. A walk-in community pharmacy for the public is usually a mainland set-up with DET and DHA, in a ground-floor or mall unit.
